What you are starting with

A 4-Room BTO gives you roughly 90 sqm: a living and dining area, three bedrooms, a kitchen, two bathrooms and a service yard. Critically, it arrives bare — no built-in carpentry, basic finishes, and services stubbed where the layout expects them. Nothing has to be demolished, which is the single biggest difference from a resale renovation.

The 3-year rule you must plan around

In newly completed blocks, HDB restricts the removal of the original bathroom and toilet wall and floor finishes for the first 3 years from the block’s completion. This protects the original waterproofing membrane laid before handover.

Typical scope of a 4-Room BTO renovation

  • Kitchen — cabinetry, worktop, sink and hob. An L-shape suits most 4-Room kitchens; see kitchen layouts by flat type.
  • Carpentry — wardrobes in all three bedrooms, TV console, shoe cabinet, and often a study or feature wall.
  • Flooring — vinyl or tile throughout, or a mix by zone.
  • Electrical — additional points, lighting circuits, data. Cheapest to do now, before finishes go in.
  • Bathrooms — overlay finishes, fittings, mirrors, ventilation.
  • Painting and lighting — the last layer, and the one most often rushed.

What needs a permit and what does not

Carpentry, false ceilings, vinyl flooring and most kitchen counters generally need no HDB permit. Wall demolition or alteration, floor-finish replacement beyond the allowed overlay, bathroom enlargement and vent changes do need written approval before work starts.
