What a BTO package covers

A BTO flat is handed over bare, so almost the entire budget goes into building the home up rather than tearing anything out. The scope reflects that:

  • Floor levelling and screeding — most BTO rooms are handed over unfinished; we level before anything is laid.
  • Flooring throughout — vinyl, tile or a mix by zone, laid over the HDB screed.
  • Full carpentry from scratch — kitchen cabinetry, wardrobes, TV feature, shoe and vanity units. In a new flat this is the single largest line item.
  • Quartz kitchen worktop, sink and mixer tap.
  • Ceiling, cove lighting and partition works.
  • Painting — Nippon or Dulux, two coats over the builder’s base coat.
  • Additional electrical points — new flats ship with a minimal socket count, so we plan points around how you will actually use each room.
  • HDB renovation permit — prepared and submitted for you.
  • Dedicated project manager, post-renovation cleaning and a 12-month workmanship warranty.

What is deliberately not in the quote: hacking and disposal. There is nothing to demolish in a new flat, which is exactly why BTO packages start lower than resale ones.

How a BTO renovation runs

  1. Key collection and defects check — we walk the unit with you and note anything that belongs on HDB’s defects list before we cover it up.
  2. Design & 3D — layout and perspectives planned around the flat’s fixed wet points and window positions.
  3. Itemised quote — a transparent scope of works; the package price is your starting point, not a surprise.
  4. Permit and build — submissions handled, then trades sequenced: screed, ceiling, carpentry, paint.
  5. Handover — joint walkthrough, defects list and your 12-month warranty.

A BTO typically runs 8–12 weeks on site — shorter than a resale job because there is no demolition phase to work through first.

Designing around the first-three-years rules

New flats carry restrictions that catch first-time owners out. Floor finishes supplied by HDB generally cannot be hacked in the early years, and full-height wall alterations need written approval. We design around those limits instead of asking you to gamble on them, and we keep the works clear of anything that would put your HDB defects cover at risk.
