Two Rulebooks: Landlord and Authorities
Every building hands you a fit-out manual — hoarding, permitted hours, protection, submissions to building management — and works touching fire safety are submitted through Qualified Persons to the authorities before they may proceed. Neither rulebook is optional, and both take calendar time. We front-load them so approvals and design run in parallel instead of in sequence.
Downtime Is the Real Cost
For a business, the most expensive part of a fit-out is usually not the carpentry — it is every day the space cannot trade or house the team. Our schedules are built backwards from your opening date: long-lead items ordered early, noisy works packed into permitted windows, inspections booked before the finish line rather than after it.

Hoarding and protection go up, then services, partitions and ceilings in sequence, inside the building’s permitted hours.

The compliance backbone behind every commercial project
Whatever the trade, a commercial fit-out in Singapore has to clear the same set of gates. Getting these right early is what keeps a project on schedule:
- Landlord and MCST fit-out approval. In leased and strata-titled buildings, the landlord’s fit-out manual and the MCST set the rules — approved drawings, vetted contractors, a renovation deposit and restricted hours for noisy works. Nothing starts until building management signs off.
- BCA building works and accessibility. Alterations that touch the building fabric fall under the Building Control Act, with a Qualified Person supervising the works. Barrier-free access under BCA’s Code on Accessibility in the Built Environment (revised in 2025) applies to renovations, not just new buildings.
- SCDF fire safety. Where a fit-out affects means of escape, fire compartmentation, sprinklers or detection, fire safety plans must be prepared and submitted by a Qualified Person — a registered architect or professional engineer — and approved by SCDF before those works begin.
- URA change of use. If you are switching a unit’s approved use — say a shop to a restaurant, or an office to a clinic — you need planning permission from URA, assessed against the Master Plan zoning, before the trade licences follow.
- Reinstatement at lease end. Most commercial leases require you to strip out partitions, false ceilings and finishes and hand the space back in its original condition. That is far easier and cheaper when the original fit-out was documented and built with lease-end in mind.
What drives commercial fit-out cost and timeline
Two identical-looking units can carry very different price tags. The biggest variables are:
- Mechanical and electrical scope. Air-conditioning, ventilation, power, data and fire protection often make up the largest share of a fit-out budget — and the more a kitchen, clinic or server room demands, the higher it climbs.
- Layout complexity. Open-plan space is quicker and cheaper than many enclosed rooms, custom joinery or feature ceilings.
- Building and location. Prime and Grade A buildings carry stricter rules, tighter working hours and more premium finishes.
- Approvals and access. SCDF plan approval, MCST sign-off and restricted after-hours working all shape the programme — which is why we build the authority timelines into the schedule from day one rather than discovering them mid-project.
As a rule, hold a contingency for permits, professional fees and variations — the items that tend to surface once the ceiling comes down.

Do I need URA approval for my commercial renovation?
Only if you are changing the approved use of the unit — for example turning a retail shop into an F&B outlet. A like-for-like refresh of an existing use usually does not need a change-of-use application, though you may still need BCA, SCDF and landlord or MCST approvals. We check the unit’s approved use at the planning stage.
Who submits the fire safety plans to SCDF?
A Qualified Person — a registered architect or professional engineer — prepares and submits the fire safety plans, and SCDF must approve them before the affected works start. We appoint and coordinate the QP and fold the review time into the project programme.
What is a reinstatement clause, and does it affect me?
Most Singapore commercial leases include a reinstatement clause requiring you to return the premises to their original condition at lease end — removing partitions, false ceilings, flooring and custom fixtures. Planning your fit-out with reinstatement in mind, and starting the strip-out a couple of months before handover, keeps that cost predictable.
How long does a commercial fit-out take?
It depends on size, complexity and approvals. A compact office or shop can take a matter of weeks; a large floor with heavy M&E, custom joinery and phased works runs considerably longer. The authority submissions — particularly SCDF — and the building’s permitted working hours are often the real pace-setters, which is why we map them before quoting a completion date.
