A cafe interior is judged twice a minute: by the customer choosing a seat and by the barista working the line. F&B fit-out also answers to more agencies than any other interior — food licensing, ventilation and grease management, fire safety — before the first flat white is served. Licences Shape the Layout

An F&B space is designed around its approvals: the SFA food shop licence, ventilation and grease-management expectations for the kitchen, and fire-safety works routed through Qualified Person submissions. The layout the authorities will accept is the starting frame — kitchen zoning, exhaust routes and washing areas are planned for the licence, not retro-fitted after a rejection.

The Kitchen Line Is the Business

Covers per hour are set in the kitchen: goods-in to storage to prep to pass to wash, without paths crossing. A beautiful dining room attached to a kitchen that jams at 20 covers is a design failure, however good the photographs. We plan the working line first, size the equipment runs and exhaust around it, and let the front of house take the space that remains — honestly.

Seats That Earn Their Keep

Seating yield versus comfort is the cafe owner’s permanent trade-off: too dense and guests leave, too loose and the rent per seat cannot work. Materials must survive coffee, grease and daily cleaning; acoustics must let a full room still feel pleasant; lighting must flatter both the food and the people. We design for the Tuesday afternoon regular, not only the launch-day photo.

Cafe & F&B Fit-Out Compliance in Singapore: The Approval Stack

An F&B fit-out carries a heavier and stricter compliance load than most retail, because it involves food safety, wastewater and fire risk from cooking. Each of these is governed by a different authority, and the licences interlock with the build. FC Interior Design has delivered commercial renovations in Singapore since 1990 and treats these approvals as part of the design, so the kitchen is built to pass inspection rather than reworked afterwards.

  • SFA (Singapore Food Agency): Issues the Food Shop Licence and governs food-premises design. SFA assesses a scaled layout plan showing a one-way workflow from raw goods to preparation to waste, to prevent cross-contamination. It requires smooth, non-absorbent, cleanable surfaces, separate labelled sinks for hand-washing, food preparation and utensil washing, mechanical exhaust, and marked floor traps and grease trap. Crucially, you should obtain SFA’s in-principle approval before you start renovation.
  • PUB (national water agency): Governs used-water and sanitary works. A grease trap is mandatory for all food establishments to keep oil and grease within the discharge limit, sized in line with PUB’s Code of Practice on Sewerage and Sanitary Works. Sanitary and plumbing works must be carried out by a licensed plumber.
  • SCDF (Singapore Civil Defence Force): Governs fire safety. Beyond the usual escape-route and compartmentation checks, any kitchen cooking with oil or an open flame under an exhaust hood requires a wet-chemical kitchen-hood fire-suppression system of an approved type. Exhaust hoods and ducts must be non-combustible (typically stainless steel) with cleaning access. Works affecting fire systems trigger a QP fire submission.
  • Mechanical ventilation and make-up air: A commercial kitchen needs a properly designed exhaust and make-up air system, generally designed to SS 553, with make-up air replacing the bulk of the exhausted air to keep the space balanced. Poorly balanced ventilation is one of the most common causes of a hot, smoky or uncomfortable kitchen.
  • NEA (National Environment Agency): Governs environmental health, including the discharge point and treatment of kitchen exhaust so it does not create a smoke or odour nuisance to neighbours.
  • URA (Urban Redevelopment Authority): Governs use. Turning a unit into a cafe or eating house is a change of use. For first-storey shophouses on suitably zoned sites this may qualify for the Change of Use Lodgment scheme, but conserved shophouses in Historic Conservation Areas need a formal A&A submission by a QP instead.

What Drives Cafe & F&B Fit-Out Cost

The kitchen is the single biggest variable in an F&B budget. Commercial kitchen works — equipment, ventilation, exhaust and make-up air, grease trap, fire suppression and the supporting plumbing and electrical — can account for roughly 40 to 60 per cent of the total project cost, with M&E being the second major driver. Beyond the kitchen, cost is driven by the shopfront, seating and joinery, feature finishes, lighting, and the toilet and wash provisions required for licensing. Published 2026 market guides put overall F&B fit-out cost at about S$180 to S$500 per sq ft depending on the concept, with simpler cafes and quick-service formats at the lower end and full-service restaurants and bars at the top. These are indicative ranges — a heavy-cooking concept costs far more per square foot than a light, beverage-led cafe, which is why we quote from an itemised scope.

F&B Fit-Out Timeline Drivers

F&B programmes are almost always paced by licensing and long-lead M&E rather than the interior finishes. The main drivers are:

  • SFA in-principle approval, which should be in hand before renovation begins.
  • The kitchen exhaust, make-up air and grease-trap design, which sets the ceiling, riser and drainage layout and therefore locks the rest of the build.
  • SCDF fire submission and the kitchen-hood suppression system where cooking is involved.
  • Long-lead kitchen equipment, custom stainless fabrication and imported fittings.
  • Landlord fit-out approval, working-hour restrictions and coordination with base-building services.

F&B fit-out: common questions

Can I start renovating my cafe before the SFA licence is approved?

You should obtain SFA’s in-principle approval of your layout before starting renovation. Building first and applying later risks non-compliant kitchen layouts, sinks or ventilation that have to be torn out and redone — one of the most expensive mistakes in F&B fit-out.

Do I really need a grease trap, even for a small cafe?

Yes. Under PUB requirements, all food establishments must install a grease trap to keep oil and grease within the allowed discharge limit, sized to the operation. Where a standard built-in trap is not feasible due to space, a suitably sized portable grease interceptor may be used instead.

When is a kitchen fire-suppression system required?

A wet-chemical hood suppression system is required where you cook with oil or an open flame under an exhaust hood, because hot cooking oil and grease build-up in the hood and duct are a serious fire risk. The system protects the cooking surfaces, hood and plenum, and needs regular servicing to stay compliant.

Does a shophouse cafe need URA approval?

If you are changing the unit’s approved use to F&B, yes. A first-storey shophouse on a suitably zoned site may qualify for URA’s Change of Use Lodgment scheme, but a conserved shophouse in a Historic Conservation Area requires a formal A&A submission by a Qualified Person, and facade and shopfront changes are controlled.

What approvals does a cafe renovation involve?
