HDB Renovation Rules in Singapore

Renovating an HDB flat in Singapore means working inside a rulebook set by the Housing & Development Board. This guide summarises the rules that most affect a renovation, drawn from HDB’s official guidelines. It is a plain-English reference, not a substitute for HDB’s own pages — always confirm current requirements with HDB before starting work. Who is allowed to renovate an HDB flat?

Under the Housing & Development (Renovation Control) Rules 2006, renovations must be carried out by a contractor listed in HDB’s Directory of Renovation Contractors (DRC) — including works that do not need a permit. Engaging an unlisted contractor can lead to a fine of up to $5,000 for the flat owner, and the contractor is liable as well. The directory is publicly searchable.

Which works need an HDB permit?

Some works need HDB’s written approval (a permit) before they start; others do not but still have conditions. As a general guide, drawn from HDB’s Renovation Guidelines for Building Works:

Even permit-free works must comply with HDB’s technical conditions — if they don’t, HDB can treat them as unauthorised and require reinstatement.

The 3-year rule for new flats

Newly completed flats have a 3-year restriction on removing wall and floor finishes in bathrooms and toilets, counted from the block’s completion date. This protects the original waterproofing while it is still under warranty. Before the 3 years are up, the compliant option is to lay new floor finishes over the existing ones using adhesive, provided the added thickness stays within 13mm and the floor trap is not tampered with.

Waterproofing in bathrooms and kitchens

When bathroom or toilet floor finishes are replaced, HDB requires pre-packed waterproofing screed and a waterproofing membrane, with the membrane turned up at least 150mm against walls, kerbs and pipes, total finish thickness kept within 50mm, and a UPVC long-collar grating at the floor trap. A water test must be conducted after the work. Kitchens and open balconies also need pre-packed waterproofing screed before new finishes, with membrane protection around the sanitary stacks. Waterproofing failures are the most expensive renovation mistake, because leaks into the flat below are the owner’s responsibility.

Permitted working hours

To limit disturbance to neighbours, HDB restricts when renovation works may run:

  • General works: 9:00am–6:00pm on weekdays and Saturdays. Not allowed on Sundays or public holidays.
  • Noisy works (demolition, removing finishes, tile cutting, heavy drilling): 9:00am–5:00pm on weekdays only. Not allowed on Saturdays, Sundays, public holidays, or the eves of major festivals.
  • Only two HDB-approved handheld power tools may be used at a time.
  • Demolition or removal of wall/floor finishes must be completed within 3 consecutive days.

Owners must also give written notice to neighbours within a two-unit radius at least 5 days before work begins, and display a Notice of Renovation outside the flat throughout.

How long can a renovation take?

From the date the permit is granted, works must be completed within:

  • 3 months for newly completed blocks;
  • 1 month for existing blocks;
  • 2 weeks for window works.

Water, sanitary and gas works

Since 1 April 2018, water service and sanitary works must be carried out by a PUB Licensed Plumber. Gas pipe alterations must be done by City Energy or an EMA-licensed gas service worker. Gas pipe terminations and gas appliances are not allowed in sleeping areas, and a space containing gas pipes cannot be converted into a bedroom. Sink waste pipes may be diverted within floor finishes but never embedded into the floor slab.

The household shelter (bomb shelter)

The household shelter is a civil-defence structure. Its reinforced walls, floor, ceiling and steel door must not be tampered with. The internal faces cannot be tiled, plastered or hacked, and only removable screws in non-metallic inserts up to 50mm may be fixed into it — with anything mounted removable within 48 hours if HDB requires. The practical approach is to design storage and finishes around the shelter, not on it.

Do I need a permit to hack my HDB kitchen wall?

Yes. All demolition or alteration of walls needs HDB’s written approval first, and reinforced-concrete elements require a Professional Engineer to supervise.

Can I renovate my BTO bathroom right after collecting keys?

You can renovate, but you cannot remove the bathroom wall and floor finishes for the first 3 years from the block’s completion. An adhesive overlay on the floor is the compliant interim option.

What happens if my contractor breaks HDB’s rules?

Unauthorised works can result in fines and an order to reinstate the flat to its original condition at the owner’s cost. Using an HDB-approved (DRC-listed) contractor who works within the rules is the protection against this.
