Not every renovation needs a full design journey — sometimes you know exactly what you want done, and you need a contractor who takes a defined scope seriously. FC Interior Design has been that contractor since 1990: HDB-licensed (licence HB-09-2619C, shown in our credentials), CaseTrust-accredited and BizSafe Star certified. We handle kitchen, toilet and bathroom, bedroom and living room renovations as cleanly as whole-flat projects — with the permits, neighbour notices and HDB timing rules handled for you. The Rules a Good Contractor Handles for You
HDB regulates who may renovate, when they may work, and how long they may take.
Who May Renovate an HDB Flat
Under the Housing & Development (Renovation Control) Rules 2006, only contractors listed in HDB’s Directory of Renovation Contractors may renovate an HDB flat — including works that need no permit. Engaging anyone else can cost the flat owner a fine of up to $5,000, and the unlisted contractor is liable too. Checking the directory takes a minute and protects you for the whole project. Working Hours and Your Neighbours
HDB requires written notice to neighbours within a two-unit radius at least 5 days before work starts, and a Notice of Renovation displayed outside the flat throughout. General works may only run 9:00am–6:00pm on weekdays and Saturdays; noisy works — demolition, tile cutting, heavy drilling — are limited to 9:00am–5:00pm on weekdays only, and are barred on Saturdays, Sundays, public holidays and the eves of major festivals. Only two approved handheld power tools may run at a time, and demolition or finish-removal must finish within 3 consecutive days.
Deadlines and Proof of Compliance
Once a permit is granted, HDB expects completion within 1 month for existing blocks, 3 months for newly completed blocks, and 2 weeks for window works — and windows may only be installed by BCA-approved window contractors. After replacing bathroom or toilet floor finishes, a water test is required to prove the waterproofing holds. Renovation debris goes to approved sites, never down the chute. Permits are filed where required, and your neighbours within two units get their written notice at least 5 days before work begins.

The schedule is built around HDB’s permitted hours, with noisy works planned into weekday windows and the 3-day demolition limit.
4. Expectations & Actionables
Protected hacking and wet works come first, licensed trades handle water, sanitary and gas connections at the right stage.
5. Meticulous Implementation
Finishes, carpentry and fittings are installed, and bathroom floor replacements get the water test HDB requires.
6. Customer Satisfaction
Debris is cleared to approved sites, the space is cleaned, and we walk the completed scope with you at handover.
