The Mall’s Fit-Out Manual Is Law
Every mall hands over a fit-out manual: hoarding specifications, night-works-only rules for noisy tasks, shopfront design controls, submission and inspection requirements. Miss a submission and the schedule slips a week at a time. We work from the manual on day one and build the programme around its gates, because in retail the landlord’s calendar is the calendar.
Layout Is a Sales Instrument
Store planning is applied psychology: the entrance zone that slows walkers, sight lines to hero product, a circulation loop that carries customers deep, queue and fitting-room placement that never blocks the floor. We design the layout for conversion first, then wrap the brand around it — a beautiful store that does not sell is expensive wallpaper.
Opening Day Is Not Negotiable
Retail leases start charging rent long before the till rings. Long-lead joinery and signage ordered early, night works planned rather than discovered, inspections booked ahead — the difference between opening with the marketing push and opening two weeks into paying rent is project management, and it is the half of shopfitting nobody photographs.

Retail Fit-Out Regulations in Singapore: Who Governs What
A retail fit-out in Singapore sits at the intersection of several separate approval layers, and each is controlled by a different party. Understanding which authority governs which part of the job is the difference between a smooth handover and a stalled opening. As an established renovation firm working in Singapore since 1990, FC Interior Design coordinates these approvals as part of the design-and-build process rather than leaving them to the tenant.
- Landlord / mall fit-out manual (contractual, usually the first gate): Major mall operators issue a fit-out manual that controls the shopfront and fascia, signage zones, permitted materials, the floor-to-common-area interface, working hours and the fit-out deposit. Because malls typically restrict noisy works to overnight windows (commonly 10pm to 6am), the landlord’s rules often shape the programme as much as the building code does.
- BCA (Building and Construction Authority): Governs building works under the Building Control Act. Addition & Alteration (A&A) works that affect structure or the building fabric require a Qualified Person — a registered architect or professional engineer — to submit and endorse the plans. BCA’s Code on Accessibility also applies when a building undergoes A&A works, covering barrier-free access such as an accessible entrance and route.
- SCDF (Singapore Civil Defence Force): Governs fire safety under the Fire Safety Act and Fire Code. A Qualified Person fire submission is triggered when your works affect means of escape, fire compartmentation or fire-protection systems — for example relocating sprinkler heads, altering exits, adding enclosed rooms, or changing fire doors, alarms or emergency exit signage. A Fire Safety Certificate is issued on satisfactory completion.
- URA (Urban Redevelopment Authority): Governs land use and planning. A change-of-use application is needed if you are changing the approved use of the unit. For conserved shophouses, URA conservation guidelines control the facade, shopfront, five-foot-way, fenestration and colour, and A&A works to conserved buildings must be submitted by a QP.
- Signage approvals: Signs fixed to a building facade generally require a BCA Outdoor Advertising Sign / Signboard Licence, which verifies structural safety, fixings, wind load and electrical safety for illuminated signs. Signage in conservation areas requires separate URA approval.
Types of Retail Projects We Handle
Different retail formats carry very different constraints, and the compliance path shifts with each:
- Mall units and kiosks: Governed heavily by the operator’s fit-out manual and overnight working hours, with tight coordination against base-building M&E and the common-area shopfront line.
- High-street and shophouse shops: More design freedom, but if the building is conserved, URA facade and shopfront controls apply and a QP submission is usually required.
- Showrooms and brand flagships: Larger footprints with bespoke joinery, feature lighting and heavier M&E, which more often trigger BCA and SCDF submissions.
- Pop-ups and temporary stores: Faster, lighter builds, but still bound by the landlord’s fit-out rules and reinstatement obligations at lease end.
What Drives Retail Fit-Out Cost in Singapore
Retail fit-out cost is driven less by floor area alone and more by the intensity of custom fabrication. The main cost centres are the shopfront and fascia, fixtures and joinery (display units, gondolas, the cash-wrap counter), lighting (track and accent), flooring, ceiling works, M&E (air-conditioning tie-in, power and data) and brand feature elements. A store that repeats a standard shopfit typology costs far less than one with bespoke joinery, custom lighting tracks and specialty finishes. Published 2026 market fit-out guides put a basic retail finish at roughly S$75 to S$100 per sq ft, mid-range at about S$100 to S$150 per sq ft, and premium custom work at S$150 per sq ft and above. Treat these as indicative ranges only — the final figure depends on scope, specification and the condition of the handover unit, which is why we quote from an itemised scope of works.
Retail Fit-Out Timeline Drivers
The programme is usually driven by approvals and lead times rather than the on-site build itself. The typical drivers are:
- Landlord fit-out approval and deposit before any works begin.
- Authority submissions (BCA and/or SCDF) where the scope triggers them, which should start early.
- Long-lead items such as custom joinery, feature lighting and imported finishes.
- Restricted mall working hours, which compress the build into overnight shifts.
- The condition of the handed-over shell and how much reinstatement or upgrading it needs.
Retail fit-out: common questions
Do I always need a BCA or SCDF submission for a retail fit-out?
Not always. Light cosmetic works, loose fixtures and finishes may not require them. Submissions are triggered when the work affects the building structure or fabric (BCA), or when it affects escape routes, fire compartmentation or fire-protection systems such as sprinklers and exits (SCDF). A Qualified Person will advise based on your actual scope.
Who submits the plans to the authorities, me or the contractor?
Plans to BCA and SCDF must be submitted and endorsed by a Qualified Person — a registered architect or professional engineer. The tenant does not submit these directly. A design-and-build contractor coordinates the QP, the landlord and the authorities so the submissions run in parallel with the build.
Can I renovate a conserved shophouse shopfront however I like?
No. In conservation areas, URA guidelines require the facade, shopfront, five-foot-way and other key features to be retained, and A&A works to conserved buildings must be designed and submitted by a QP. New signage in these areas also needs URA approval on top of any BCA sign licence.
Does my retail signage need a separate licence?
Usually, yes. A sign fixed to a building facade generally needs a BCA Outdoor Advertising Sign / Signboard Licence for structural and electrical safety, and signs in conservation areas need URA approval as well. Malls also control signage size and position through their fit-out manual.
