How to use these guides
Renovating an HDB flat in Singapore is not mainly a design problem — it is a rules problem with a design layer on top. What you may hack, when noisy work may run, how thick a floor finish may be, which trades must be licensed, and how long HDB gives you to finish are all fixed before a single concept is drawn. Almost every renovation that goes wrong went wrong at that stage, not at the styling stage.
These guides are written in that order. Start with the rules and the timeline so you know the shape of what is possible, then move to the room-level and design guides once you know what your flat and your permit will actually allow.
If you are collecting BTO keys
Read the renovation timeline first — newly completed blocks get a 3-month completion window from the permit date, and a 3-year restriction on removing the original bathroom finishes that catches most first-time owners after their design is already drawn. Then read the 4-Room BTO guide if that is your flat type.
If you have bought a resale flat
Your permit window is shorter — generally 1 month in existing blocks — and your scope is usually wider, because the old flat has to come out before the new one goes in. Older units frequently need re-wiring, re-piping or re-waterproofing that only surfaces once work starts. Start with the rules guide, then the bathroom guide, since wet works set the pace of the whole project.

Read interior designer versus renovation contractor. Whichever you choose, check they are listed in HDB’s Directory of Renovation Contractors — HDB requires this for all renovation works in its flats, including works that need no permit.
A note on sources
These guides reference HDB’s published renovation requirements, and PUB and gas-supply licensing requirements for the relevant trades. Rules are periodically updated and some conditions differ between newly completed and existing blocks, so always confirm the current requirements for your own block and permit. Where a guide describes typical scope or timing, it is describing what is common — not a guarantee for your flat.

Frequently asked questions
Do I need an HDB permit to renovate my flat?
Some works do and some do not. Wall demolition or alteration, floor-finish replacement beyond the allowed overlay, bathroom enlargement and vent changes need HDB’s written approval before work starts. Carpentry, false ceilings, platforms and vinyl flooring generally do not.
How long does an HDB renovation take?
HDB sets a completion window from the permit date — generally 3 months in newly completed blocks, 1 month in existing blocks, and 2 weeks for minor works. Resale flats usually need more work within a shorter window, which is why scope should be settled before the permit is filed.
Can I renovate a new BTO flat’s bathrooms immediately?
You can renovate, but in newly completed blocks the original bathroom and toilet wall and floor finishes cannot be removed for the first 3 years. Overlay finishes, fittings, lighting and ventilation remain open from day one.
Who is allowed to renovate an HDB flat?
Only contractors listed in HDB’s Directory of Renovation Contractors may carry out renovation works in HDB flats — including works that need no permit. FC Interior Design is an HDB-Approved Contractor, licence HB-09-2619C.
