Condo Renovation in Singapore: MCST Rules and What to Expect

Renovating a condominium is not simply a nicer version of renovating an HDB flat. The rulebook is different: instead of HDB, you answer to your development’s MCST (Management Corporation Strata Title) and its by-laws — and those vary from one condo to the next.

The MCST is your first stop, not your last

Most developments require you to submit renovation plans to the management office and obtain approval before work begins. Typical requirements include a renovation deposit, a defined works period, permitted working hours, contractor registration and insurance details, and rules about lift protection and debris removal.

Because by-laws differ between developments, the first practical step in any condo renovation is obtaining and reading your specific MCST’s renovation guidelines. A design that ignores them is a design that gets rejected.

What usually cannot be changed

  • Common property — corridors, external walls, facade and anything outside your unit’s boundary.
  • The external facade and window frames — these are almost always controlled to keep the building’s appearance uniform.
  • Structural elements — as with any property, structural alterations require professional endorsement and approval.
  • Wet-area waterproofing — often tightly controlled, because a leak affects the unit below.

  1. Developer finishes. Newer condos hand over with finishes already installed. Deciding what to keep versus strip is a real cost decision, and stripping good finishes is often poor value.
  2. Access and logistics. Materials move through shared lifts and lobbies under MCST rules, with protection requirements and time restrictions. This affects the schedule more than people expect.
  3. Neighbour proximity. Noise rules are usually stricter and enforced by management rather than a national regulator.

Compact condo layouts

  4. Protection of common areas, then demolition and wet works
