A landed home is the largest interior scope in Singapore: multiple storeys, more rooms than a flat, wet areas on every level, and the freedom — and risk — of fewer standard constraints. The craft is coherence: one design language that holds from the porch to the top floor, and one schedule that sequences many trades without them colliding. Landed Home Renovation — Terrace, Semi-Detached & Bungalow

Landed renovation is the most involved category of residential work in Singapore. A terrace, semi-detached or bungalow gives you far more freedom than an HDB flat or a condo unit — multiple storeys, external walls, a roof, and often a garden or car porch — but that freedom comes with a heavier compliance and coordination load. FC Interior Design has worked on landed homes since 1990, from interior-led refurbishments through to substantial additions and alterations.

  • Terrace houses: Share party walls with neighbours on one or both sides, so structural changes and any rear or attic extension must respect the shared structure and estate building lines.
  • Semi-detached houses: Share one party wall; the other three elevations offer scope to extend, subject to setback and envelope rules.
  • Bungalows and detached houses: Stand alone, giving the widest design freedom but usually the largest scope, area and budget.

URA Planning & BCA Approvals via a Qualified Person

Unlike HDB or condo interior work, most landed renovation of any significance runs through statutory submissions that only a Qualified Person (QP) can make.

  • URA Written Permission: Required where you change the building’s footprint, gross floor area, height or use. URA controls this through envelope control and setback guidelines — for example maximum building heights of 12m for a two-storey landed area and 15.5m for three storeys, plus front, side and rear setbacks.
  • BCA building-plan approval and Permit to Commence Works: Structural works must be submitted to the Building and Construction Authority and cannot start until a Permit to Commence Works is issued.
  • The Qualified Person: A QP — a registered architect or a professional (civil or structural) engineer — prepares, endorses and submits the plans and supervises the works to ensure compliance. Landed structural renovation cannot lawfully proceed without one.

Because URA Written Permission generally has to be in hand before the BCA building plan can lead to a Permit to Commence Works, the approvals run in sequence and should be started early — a routine landed submission often takes several months before works can begin.

A&A Works vs Reconstruction

Two broad routes exist, and which one you take shapes cost, timeline and approvals. Additions & Alterations (A&A) retains the majority of the existing structure — generally more than half — while modifying it: extending a room, adding a rear or attic annex, reconfiguring internal walls or reworking the facade. Reconstruction (a rebuild) demolishes the house and builds new. A&A is usually faster and less costly because you keep the existing frame and foundations, but it constrains what can change; a rebuild offers a clean slate at higher cost and a longer programme. The right choice depends on the condition of the existing structure and how much you want to change.

Party Walls, Setbacks & Your Neighbours

Landed work is unusually neighbour-sensitive. Terrace and semi-detached homes share party walls, and URA guidelines protect the arrangement of adjoining houses — you cannot redevelop in a way that leaves a neighbour’s home non-compliant. Setbacks and building lines must be respected on every elevation. Because heavy works such as piling, hacking and excavation can affect adjoining properties, a dilapidation survey of neighbouring homes before works begin is common good practice, documenting existing condition so any disputes over damage can be resolved fairly. These considerations simply do not arise in an HDB or condo interior fit-out.

Scope & Cost Drivers for Landed Renovation

Landed projects are larger in every dimension than HDB or condo work, and cost reflects that. The main drivers are the route (A&A versus rebuild), the extent of structural work, the number of storeys and total floor area, external works such as roofing, the facade, boundary walls, the car porch and landscaping, and the level of finishes and M&E — lifts, extensive air-conditioning, home-automation and pool or basement works all add substantially. Because scope varies so widely, landed renovation is quoted from a detailed scope of works rather than a package price; FC prepares an itemised proposal once the design direction and submission route are settled.

FC’s Coordination Role

The value FC brings on a landed job is coordination. A landed renovation pulls together the QP (architect and/or engineer), structural and building trades, M&E specialists and the authorities, over a programme measured in months. FC coordinates the design, the QP submissions to URA and BCA, and the build across structure, finishes and services, keeping one team accountable from first drawing to handover. That single line of accountability — backed by CaseTrust, bizSAFE Star and BCA registration — is what keeps a complex landed project on track.

What approvals do I need and do I need a Qualified Person?

Most significant landed renovation needs URA Written Permission where footprint, floor area, height or use changes, and BCA building-plan approval with a Permit to Commence Works for structural works. These submissions must be made by a Qualified Person — a registered architect or professional engineer — who also supervises for compliance. FC coordinates the QP and the submissions as part of the project.

How long does a landed renovation take?

Landed projects run considerably longer than HDB or condo work. Approvals alone typically take several months before works can begin, and the build itself commonly spans several months to a year or more depending on whether it is an A&A or a full rebuild, the number of storeys and the extent of structural and external works.

How much does a landed renovation cost?

Landed renovation is quoted from a detailed scope of works rather than a fixed package, because cost varies so widely with the route taken, floor area, structural extent, external works and finishes. A retained-structure A&A generally costs less than a full reconstruction. FC prepares an itemised proposal once the design direction and submission route are agreed.

What is the difference between A&A and rebuilding?

Do landed renovations need approvals?
