Toilet renovation is the most regulated room-level job in an HDB flat: floor and wall finishes sit on a waterproofing system that protects the flat below, and several common works need an HDB permit before hacking starts. What Do HDB Rules Allow in a Toilet Renovation?
Three rules shape almost every toilet renovation in Singapore.
The 3-Year Rule for New Flats
HDB places a 3-year restriction on removing wall and floor finishes in the bathrooms and toilets of newly completed blocks, because hacking too early risks damaging the original waterproofing. If you want a new look before the 3 years are up, the compliant route is laying new floor finishes over the existing ones with adhesive — no permit needed, provided the added thickness stays within 13mm and the floor trap is not tampered with.
Waterproofing and Permits
Replacing toilet floor or wall finishes properly is permit work. HDB requires pre-packed waterproofing screed and a waterproofing membrane before new floor finishes go down, with the membrane turned up at least 150mm against walls, kerbs and pipes, total finish thickness within 50mm, and a UPVC long-collar grating at the floor trap. Layout Changes Have Hard Limits
Enlarging a bathroom or toilet is possible only after the block’s first 3 years, with a permit, and within strict caps: at most 600mm of extra width and 0.6 square metres of extra area, usable as a dry area only — a basin or shelves, not another shower. Replacement vents have their own specification (6mm wire-glass louvres with safety cleats). We design within these limits from day one, so nothing gets rejected or redone.

This sequence is specific to bathrooms and toilets — the wet works make the order matter.
1. Initial Consultation
We inspect the existing floor trap, drainage fall, tile condition and any signs of past leaks, and confirm what your block’s completion date allows under the 3-year rule.

We map which of your works need an HDB permit — finish replacement, enlargement, vent changes — and handle the application as an HDB-approved contractor before any hacking is booked.
3. Personalised Design Concepts
Tile formats, slip resistance, fittings, vanity carpentry and lighting are chosen against the real dimensions and the 50mm total finish thickness HDB allows.
4. Expectations & Actionables
Protected hacking, then pre-packed waterproofing screed and membrane with the required 150mm upturn against walls, kerbs and pipes — the step everything else depends on.
5. Meticulous Implementation
Finishes go up, sanitary fittings and accessories go in, with the UPVC long-collar floor trap grating HDB specifies.

Frequently Asked Questions
Do I need an HDB permit to renovate my toilet?
Replacing toilet floor or wall finishes, enlarging the toilet, or replacing the vent all require an HDB renovation permit. Laying new floor finishes over existing ones with adhesive (within 13mm, floor trap untouched) does not. As an HDB-approved contractor, we assess and submit the permit as part of the job.
My BTO is new. Can I hack the toilet tiles now?
No — HDB restricts removal of bathroom wall and floor finishes for the first 3 years from the block’s completion, to protect the original waterproofing. Until then, the compliant option is an adhesive overlay on the floor, or working with the existing finishes.
Why does waterproofing matter so much?
The waterproofing membrane under your toilet floor is what stops water reaching the ceiling of the flat below. HDB requires pre-packed waterproofing screed and a membrane turned up at least 150mm against walls, kerbs and pipes whenever floor finishes are replaced. Done wrong, it is the most expensive mistake a toilet renovation can make.

What does a full toilet renovation include?
